找了好久，都没解决到底是什么问题导致报错，发现:

      ERROR: Could not find a version that satisfies the requirement pbr (from versions: none)

     ERROR: No matching distribution found for pbr

说没有找到pbr，干脆就pip3 install pbr装上，然后问题就解决了.........
