实现步骤

① 观察输入的数据结构为二维数组,每个数组中存储了省市区的全部数据,此时首先需要将二维数组一维化,以取得所有的节点数据,用于后续构建树形结构。

② 得到所有需要构建树形结构的数据后,发现数组中存在重复数据
